Allow Claims Against Unapproved Variations

New options available in the "Allow claims against unapproved variations" or Variations on Account (VOA) checkbox in config dropdown:

Open

1. Off - The Variation won't show as claimable line item

2. Forced On - Checked by default for new forms, and can't be unchecked

3. Any User can allow 

4. CA Project Admins can allow - Only users configured as this can check on the VOA

5. Doc Type Admins can allow - Only users configured as this can check on the VOA
