Where to Find the Bid Evaluation Report
The evaluation report is on the Progress tab of a Package. To view the report, click on the Bid Evaluation Report button.
Below is an example of a Bid Evaluation Report.
Bid Evaluation Report
The Price Submissions row will be displayed at the bottom
The bidder column will show the price submission total the bidder has submit
The Score out of 10 will be automatically calculated as follows ((Lowest price submission total/ Bidders price submission total) x 10 )
The Weighted Score will be automatically calculated as follows (Lowest price submission total/ Bidders price submission total) x 10 x Weight assigned in config)
Exclusions/ Notes
User cannot customise the calculation (it is as mentioned above)
User cannot add Price Submission to weighted assessment config anywhere other than the bottom row
Price Submissions row cannot be changed to a Not Weighted row
Auditability Records for Viewing the Bid Evaluation Report
Viewing the Bid Evaluation Report will now be logged in the package history.
The history will record a view log one per package version i.e. Addenda.
The following actions will be logged
- Viewing the Bid Evaluation Report (Each tab that is viewed will have a separate entry per package version)
- Adding comments in any of the tabs within the Bid Evaluation Report
Price Submissions Comparison
The first screen on the Bid Evaluation Report is the Price Submissions Comparison showing where each Bidder is above or below the anticipated budget pricing.
Comments can be recorded by Estimators. These will be visible to others who can access the report.
Include the Difference from the Budget in Bid Evaluation Report
When a package is created and is not linked to a Package Procurement Form (PPF) with a budget link the following changes have been implemented.
On bid evaluation - Price Submissions tab - Shows the Variance to estimate row at the bottom (Note: currently this row only shows if the package was created with a PPF form with Budget link)
The variance amount will be calculated as follows
Total of price submissions tab when issuing the package - bidders submission amount
Changed the words Variance to Estimate to show the package issuing company name
Price Submissions Adjustments (Post Contract Changes)
Adjustments sections must be configured before having access to them. Go here to learn about how to configure this section.
When completing an evaluation in the Price Submission page the following items can be added into the Tender Assessment:
Above Tender Adjustments
- Scope.
Below Tender Adjustments
- Trade Reserve.
- Forecast.
- Trade Contingencies.
To add an Adjustment item click on the Add Row button and fill in the necessary details for one or more bidders.
Schedule of Rates Comparison
On the Schedule of Rates Comparison you can see the bids that have been sent in including any additional items.
Scope of Works Comparison
On the Scope of Works comparison you can view which items the Bidders agreed or disagreed to including the Proposed Changes that have been submitted.
Weighted Assessment
The weighted assessment tab shows the responses given by the bidder (tenderer) and you can score their assessments.
Estimators can review the bids and score the responses out of 10.
Scoring can only be done on questions that require a text response. Yes/No questions are not able to be scored.
The scores will be used along with the weights provided to calculate a total and a percentage for each bidder.
Note: below is what the bidder sees.
Weighted Assessment - Current Price vs Lowest Price
Added a new option to the Weighted Assessment functionality to compare bidders' Price Submission values.
- It will be automatically set to type Weighted - this cannot be changed
You can assign a weight against this row
Added a toggle to show or hide weights from bidders
When turned off all section weights price submission weight will be hidden from bidders during bid submission
When turned on section weights price submission weight will be hidden from bidders during bid submissions
Bid Submissions
Bidders will not be able to see this row when submitting bids in the Weighted Assessment tab
Based on the weight display toggle they will either see or not see the weights for each section
Adding Comments
You can also add a comment per section for each bidders response as you continue your scoring.
You can toggle the comments section by clicking on the Show Comments switch.
Export to Excel
You can export the report to Excel by clicking on the Excel Report button.
When the Bid Evaluation report is exported it includes all the tabs of the Evaluation. The Excel version Bid Evaluation Report cannot be re-imported at this time.
Evaluations for other form types added to the Bid submission process currently supports comparing between a single user field.
Comparison of fields in a List is not supported.
