Display Retired users on forms with a Strikethrough

Easily identify retired users users on a form with the new style which shows them in italitics and struck through on the Form Preview

Retired users will be shown in grey when responding to a form

Internal comments to display Internal tag even with the option turned off.

Internal comments will now continue to display the Internal tag in the comments area even after the Internal comment setting is turned off to better indicate which comments were internal.
