The Form Designer tab will only be seen by those who have been give access to it.

This is the view you will get if the form you are configuring is a Modern Form. Click here for how to create a Modern Form.

If the below is seen, then the form is in the Classic version and can only be edited by RIB. Please contact RIB Support or your RIB Consultant for more information.
