Further restrictions on when you can re-open a Claim
With this release, you can only re-open Claims in the following scenarios.
- Cannot change a Closed claim to an Open status after a Payment Certificate Issued (and not Withdrawn)
- Cannot change a Closed claim to an Open status if that claim is not latest
- Can change a Closed claim back to an Open status if it is the latest claim (depending on Can Re-open closed config)
