In this method, you must go through the Approval process before being able to create a package.
Pre-Approval Process
To begin, create the Approval Form by clicking on the + Icon.
Once the Approval form has been created and Closed (Approved) the Create Package button will be Enabled to create the package.

The Bidder Contact User Field
Now when you click on Create Tender Package the bidders will automatically be populated on your package.
Budget Link User Field
This is a new user field type that can be added to your Approval form. The user field will allow you to link your Approval form to particular line item in the Budget you specify.
When you create the package after the Approval has been completed, the Approved Budget amount from the line item linked on your form will be carried over to the Price Submissions tab.
This will allow you to validate the Price Submissions amount against your Approved Budget amount.
