From June 2019, you can create packages with Price Submissions, Schedule of Rates and a Scope of Works that must be filled in by the bidders, giving you more control over the bidder process and how bids are recievedreceived.
Enable the Option
1. From Tender Settings go to Package Config tab.

3. For Scope of Works, you must select a form type that will be created when awarding the package. See here for more details.
