Insert Attachments into Comments (Modern Forms only)

The development of the new forms editor will mean that forms may be created in the Modern Forms format.
Modern forms allow the insertion of an attachment (images) inline when adding a comment.
When adding a comment you can drag and drop your attachment to the comments area.
Then using the Insert Attachment option on the toolbar, you can insert the attachment in-line, into your comment.
